[Vimperator] How to change encoding ....

Hi.

Now, vimperator does'nt have commands or options for change encoding.
So, I create a vimperator plugin.
Please use this plugin.

You can change encoding with ":set fenc=ISO-8859-2" or ":set fenc=windows-1250"
and can make certain of available encodings with ":lsenc"
