Tab is good enough for small quick generic forms, but I don't find it
all too robust. It's linear and annoying if you miss a field or want to
skip a bunch of fields.
For longer forms with more than one field set, <tab> quickly becomes
annoying (on the other hand, long forms are annoying to begin with).
I think you're right about not having an extra extended hint system for
forms. The current quick hints are good enough for most cases. Building
for fringe cases usually makes for bad software.
