[vi] Duplicate Effort, Branching

Okay, it looks like there could be some troubles already with my 
project. First of all, it looks like Tran Minh Quan has been working on 
a Firefox 1.1 localization for some time, and has already filed a bug 
for CVS access [1]. There is also a request for CVS access by Cong Chinh 
Nguyen [2], but they don't seem to have translated anything yet. Should 
I get in touch with them about my project? I hadn't realized until today 
that someone may be actively working on the same thing. This could be a 
big problem for me, since Google isn't allowing me to collaborate with 
anyone (other than my mentor, of course), but Quan could have enough 
work done that there's no chance of me taking over or anything.

Also, it looks like they're planning to branch for 1.1 around now, and 
according to Axel Hecht, there's a possibility that they won't accept 
new localizations after that happens. So it looks like my translation 
might have to remain unofficial, probably until the end of the SoC 
program this summer.
