[Sage] Feed that won't refresh

I noticed that the date in the RSS looked like an RFC822 date, so I
checked and it seems that it is supposed to be.

I then wondered if 'BST' was a legal zone specifier in an RFC822 date,
as I remembered that the set of text identifiers allowed was quite
small. I checked and indeed it's not legal. It should be specified
using the ("+"/"-")4DIGIT format.

So it seems that Sage can't be expected to understand the date, but I
think the behaviour on an invalid zone should be to assume a default,
perhaps UTC. Doing so should at least ensure that posts 24 hours apart
will not be switched.

I'm now going to come up with a patch to the blog software I'm using ('typo').

I've attached the original XML to this message in case you still want
to look at the broken version.
