The colors you see in compose window (HTML) are the default quote colors 
of Thunderbird and therefore not the same as set up in Quote Colors 
options. The statement that QC does not work in compose window is still 
valid, it simply doesn't touch it.

But let's assume it would work:
I am not sure if it is a good idea to send the colors with the message. 
By default, Thunderbird just sends simple <blockquote>'s without style 
in quoted HTML messages (I think other mail clients do the same). It's 
up to the recipients client how to display these quotes. However, 
there's no technical reason not send styles with the messages, it may 
just not work on the other side but should not do any harm.
As usual, if implemented, this would be added as an option but 
definately not default setting.

Any more opinions?
