[Project_owners] download directory empty

The download links on our pages are no longer working (end in 0 byte 
downloads) but this is probably just due to some PHP change I missed, 
not to files being removed (I just forgot that the are hidden in the 
on-line CVS browser, and thus I panicked a little).
