[Project_owners] local.conf changes have no effect on website

I've made some local.conf changes a half hour ago, and they still seem 
to have no effect.

I turned off the notes:
$local_conf_show_notes_form=OFF;

Turned off the MozDev sidebar:
$local_conf_nav_off=OFF;

And turned on the local menu as sidebar option:
$local_conf_use_local_nav=ON;

Help?
