I imagine it was because of being unset when Mozdev's page templating code 
ran; it hasn't been fully updated to work around the issues yet, either.

It is currently disabled.  If this would add a lot of additional time to fix 
these variables as well we can look into leaving it enabled until PHP 6 
becomes stable.
