[Project_owners] Update to downloads.mozdev.org

In order to help cleanup the huge list of projects we have on 
downloads.mozdev.org we changed the list of all projects to only include 
projects that have downloads other than "README.downloads".  That is to say, 
if you have no downloads or only a README.downloads file, your project will 
not show up.
