[Project_owners] New CVS commit log RSS feed settings

The CVS commit log RSS feed has been modified so that the local.conf variable 
$local_conf_commits no longer controls whether the link is available or 
whether the feed works.

I've also fixed a bug where a site's custom footer could should up inside the 
RSS feed, breaking the feed.
