If I understand your problem correctly, it's that you need a way to provide 
downloads of files that you've recently added that haven't been propagated to 
mirrors yet.

If that's the case, I've added bug#17900 
(https://www.mozdev.org/bugs/show_bug.cgi?id=17900) to try to add this 
integration to downloads.mozdev.org.
