[Project_owners] Coming soon: browsable downloads.mozdev.org

Working on bug#5723 (Mask mirrors with downloads.mozdev.org - 
https://www.mozdev.org/bugs/show_bug.cgi?id=5723), I've been working on 
making downloads.mozdev.org an actual browseable directory tree.

Currently downloads.mozdev.org immediately redirects to a mirror for any path 
submitted; I've been working on making it so that it only redirects to a 
mirror when an actual file has been reached.  This should allow users to 
remain in a familiar setting (mozdev.org) until they reach a file they wish 
to download.  This should also allow project owners an easier way to link to 
downloadable files without having to infer what the actual path on 
downloads.mozdev.org is.
