[Project_owners] New CVS commit log RSS feed settings

The following options have been added for project owners to control the CVS 
commit log RSS feed:

$local_conf_commit_feed : controls whether the feed and advertisement of the 
  feed is enabled
$local_conf_commit_feed_link : controls whether the advertisement of the feed 
  is enabled

Currently the $local_conf_commits setting also controls whether the feed is 
available or not; this will be disabled next Friday (2007-10-12) in favor of 
these new settings.
