My favorite is Alpha: http://alphatcl.sourceforge.net/

Although I currently can't reach any sourceforge.net web pages. They
ping, but arn't responding to http requests.

The editor is written in TCL and is designed to be easily extended, with
nice hooks to the Mac OS X Aqua and the Classic Mac gui interface.
