A skin version in your theme is only necessary if your content requires

Note that suite versions work differently to firefox versions, although 
Suite nightlies now support multiple theme versions so that a 
third-party theme can indicate compatibility with several extension 
versions as follows:
<RDF:Description about="urn:mozilla:skin:theme_version:package_name">
    <chrome:skinVersion>package_version</chrome:skinVersion>
    <!-- multiple versions permitted -->
</RDF:Description>
IIRC older Suites will only read the first specified version.
