[Project_owners] Fairefox update.rdf and mozdev mime types

I am currently using
as a test. It's served as text/xml, and seems to be working at the
moment. (Actually, I'm getting occasional failures, but that might be
due to some mirrors not having been updated yet, I suppose.)
