You cannot install it by default.  You might be able to include the 
plugin and all the required DLLs (normally in Windows/System32) in the 
plugin directory.  Both may still require the registry, though, in which 
case the above would fail.  You'd be on your own figuring out what DLLs 
you'd need.

Also, this would be a violation of your license agreement with both 
Adobe Reader and the Adobe SVG Viewer.

As a general rule, most plugins cannot be included with Portable 
Firefox.  Even shockwave, for example, won't work unless it is installed 
on the local machine.  My hack of adding the DLL to Portable Firefox 
just allows it to be able to access that local install.
