Portable Firefox 1.0.5 will work under all versions of Windows.  You do 
need to make sure that Windows 95 and Windows 98 are fully patched, 
though, as this can cause the issue you describe.  Try downloading PFF 
1.0.5 locally (to the hard drive) and running it from there.  If it 
works, it could be a USB driver issue (not uncommon in Win98).  If it 
doesn't work, then you should fire up Windows Update and make sure 
you've applied all patches.

You didn't mention if you're using Win98 SE or not.  The original 
release of Win98 isn't fully supported with Firefox (even the regular 
one) but you can have it running fine by applying the following patches:
