[Padma] Support added for transliteration in Unicode Conversion Gateway

Hi folks,

Thanks for this great tool! Please include IAST / NCLR transliteration
scheme for non-indic readers. This should be quite straight-forward
task

The interface of the Transliteration tool appears as gibberihs for me.
I have sent a screenshot to Harishta.

I am using Ubuntu Dapper and Firefox 1.5.0.9 with several indic
unicode fonts installed.
