[Mozile] Only text-specific nodes editable?

How come Mozile can only edit content in text-specific nodes (like H1, 
P, SPAN) but not directly in say a TD or DIV?

If I try to edit a DIV's content directly I can only delete characters 
but not add any. Additionally the rich text icons won't load.
If I try to edit a TD's content directly nothing happens at all. The 
rich text icons won't load either.

It doesn't make sense to put a SPAN into a TD just for the sake of 
making it editable. Text nodes should be editable as is.
Should I file a bug? Unfortunately this matter is not transparent enough 
for me, I think, to file a useful bug.
But once there is a good bug report, I might be able to fix the matter 
at hand.
