[Maf] Can not create archive

The FAQ says:

Symptom: MAFZIP.BAT is not entered. (I have commands in it to trace its 
progress).  Sometimes, but not always, if I Save As Web Page Complete, 
then load that, then save to archive, it will work.  Sometimes not.  The 
below URL does not work in that way.

Sometimes if I try is a second time it succeeds.  Here is one of those:

I usually use Proxomitron.  I tried bypassing it and still was not able to 
create an archive.

If I can be helpful by doing more testing or sending more info please let 
me know.
