You're right Rob -- all the
Z3988 spans are at the bottom of the page --
after something that says in the comment:
DO NOT ALTER ANYTHING BELOW THIS LINE

so oclc has neglected to put the COINS in the right place.

so, not a libX problem an OCLC problem.
