[LibX] LibX not appearing problem

Hi folks,

Any suggestions for the following problem?

OS:  Vista Ultimate
Browser:  IE 7

Observed behaviour:  LibX installs properly, but does not 'stick' from one
session to another.  When IE is closed, then re-opened, LibX does not
appear.  When user right-clicks at top of browser, then selects "LibX" (i.e.
to enable it), nothing happens.  Appears as though LibX wasn't installed,
though LibX folder is still on computer.

The patron has tried all of our troubleshooting tips, including the
following:

Go to *Tools* > *Internet Options* > *Advanced*, look under *Browsing* and
ensure that *Enable third-party browser extensions* is checked. Click *Apply
*, *OK*.

Note that in order to install LibX for Internet Explorer, you must have
Microsoft .NET Framework 2.0 (or greater) installed. To check your version
of Microsoft .NET Framework, go to *Tools* > *Windows Update*. Once the page
that loads, click *Custom* and wait while the page checks for available
updates. Then select *Software, Optional* (on the left). If an update
for *Microsoft
.NET Framework *2.0 or higher is available, select install this update. Then
re-run the LibX installer.

Third-party browser extensions were enabled.

Going to Tools > Windows Update loaded a page that did not have any options,
including the necessary "Custom" option.  Therefore, the patron's version of
Microsoft .NET Framework is unknown.
