Works for me using Mozilla 1.7.5. What version of Mozilla are you using?

js> load("chrome/jslib/jslib.js");
*** load: debug.js OK

*********************
JS_LIB DEBUG IS ON
*********************

include: chrome://jslib/content/debug/debug.js
include: chrome://jslib/content/modules.js
js>

Also do note that there is a bug in xpcshell where any js object getters
or setters fail silently.
