[Ietab] Popups that don't pop

I see two bugs recorded (12045 and 15021) about popups that open in
another tab rather than popping up when using JavaScript window.open()
from and IE tab.

More and more of our users request Firefox compatibility for our
application and IEtab seemed to be the answer. I was excited about
offering that option. Then, I ran into the popup problem which really
means Firefox and IEtab can't be a recommended solution for us.

I also see bug number 12049 suggesting that when in an IE tab, popups
should automatically come up rendered in IE rather than in Firefox. I
disagree and feel that popups should be rendered by the same URL Sites
Filter rules that apply to any tab. In this user's case, I expect the
popups are appearing as tabs but aren't rendered with IE as he expected.
(I suppose this could be a bug if the IE Tab Sites Filter included the
URL of the popup and it was still rendered using IE in the new tab.)

If you could, I'd appreciate it if you could look into having
window.open() popups truly pop up in your next update.

Thanks!
