[Ietab] Which browser controls things like Cache, cookies, and scripts?

If I have a page load with IE, can NoScript still block scripts?  Can 
AdBlock+ still work?  If I want to clear the cache, do I clear IE's 
cache or FF's?  If I suspect I may need to delete a cookie because a 
site changed its login, where do I go?

Things like that are unknown.
