And here's another interesting tidbit along those lines.
If the originating page is just simply an image URL, for which
Gm is does not execute (unfortunately), and you create the
other page with that page as the source, then, when you refresh
the created page, Gm does not load then.

So I'm putting my money down on the concept that it definitely
has something to do with Gm thinking the created page has already
had Gm executed for it. (probably based on its same URL)

Gm is confused. Or something like that.
