[Greasemonkey] Cannot install user scripts

I agree, but in this case, he actually misunderstood the menu
labelling, not what the file dialog was for.

He thought "new user script" meant "install a new user script".

Can you suggest some menu verbiage that would be clearer than "Install
this user script..." and "New user script"?
