I don't think this should be done because I may have (and regularly
do) customize @include/exclude, and just because I edit that script
doesn't mean I want to overwrite those changes.

... I suppose we could rewrite the file to have @include/exclude as
appropriate for the installed config, but that seems like too much
work.

I agree that this is not entirely obvious; is documenting it
sufficient, or do people really want this?
