[Greasemonkey] Greasemonkey 0.4, attempt III

I think this should solve all the issues raised with attempt II, specifically:

"manage user scripts doesn't do anything"
"doesn't work in DeerPark Alpha 2"
"GM_registerMenuCommand is not getting called"
"Platypus scripts don't work"
