[Greasemonkey] In the "Tools" menu, my "Install User Script..." selection is always greyed out

Hi Guys!

In the "Tools" menu, my "Install User Script..." selection is always 
greyed out. If I bring up the Extensions window, I can see that 
Greasemonkey 0.2.1 is not disabled.

What Gives?
