[Forcecontenttype] Checkins to #217766 may break ForceCT but make it fixable?

It seems like a fix for Bug 2127766 has landed, which removes 
nsIHttpNotify completely. I'd imagine this would completely break 
Force Content Type, correct? However the new method looks like it 
might make it possible to get around the cache bug, though I'm not 
sure.
