[Forcecontenttype] ForceCT 0.3, completely broken installer?

I'm trying to install ForceCT 0.3 into the 11/5/03 Firebird nightly and it just isn't working at all. The files get copied, but NOTHING gets registered, not even the basic info in Chrome.rdf. Sometimes the installer gives me a "chrome registration failed" message, other times it says the install was successful, but it never works regardless. I've tried installing it into a fresh profile and into the global chrome folder, both without any success. The extension won't function at all either because it does not create and overlays. Is this a known issue? Is there a fix or a workaround?
