Your idea for a "whitelist" of sites to exclude from prefetching might be
the best way to solve this problem.  The only drawback is that it requires a
lot of action on the part of the user, and could be very frustrating to new
users.  

Let me know if you have other creative ideas on how to solve this issue, for
now the best work around is to disable enhanced prefetching altogether.
