This is an excellent example of the _difference_ between 'Codes' &
'Ciphers'.  GnuPG is a Cipher system.  A Code is where a specific
symbol/word/phrase can mean any pre-arranged message.

Codes are extensively used in the Shipping Industry and were common when
Telegrams were priced by the word.  Today, most use of Code is deployed
in the form of embedded words/phrases in broadcast radio signals where
'interactive' [2-way] communication is infeasible, impracticable,
impossible or suicidal.

The 'Code' most familiar to folks today are the Plays/Signals conveyed
to teams in Sports Events.  Whole chains of human behavior are
designated by a simple Number or pre-arranged 'wave of the hands/arms'.
