I would say it is not working because I got your e-mail _un_encrypted.

To send me an encrypted e-mail, you would have to obtain my public key and
use it to send the e-mail.

Your e-mail appears to be signed, but I did not check it.

When it comes to testing encrypted e-mail, there is no point in sending it
to the mailing list because no one will be able to decrypt it unless you
send it with each recipient's public key. Such tests should be sent to an
individual who specifies that (s)he is willing to receive such e-mail.
