yes, there is.

1. Set Account->OpenPGP preferences to NOT sign by default.
2. Set Account->OpenPGP preferences to PGP/MIME by default
3. Create a OpenPGP->Per Receipient Rule for your correspondent
   to always encrypt, always sign and always use PGP/MIME.

While this is somewhat double knitted, it should match your requirements.
