This 'over estimation' is due, I believe, to the propensity of mankind
to always judge other people by themselves.  Those folks who are unaware
of this factor are regularly surprised at others.  Those of Us who are
aware find it incredibly insightful about other people.  Careful
observation of how someone judges Me tells Me volumes about them. :-D

Most successful 'Social Engineers' prefer spending time with someone
prior to mounting an assault; whether it's 'guessing' a Password or
Selling them something.
