Right, except that:

... I'm not certain that we can rely on people having upgraded to the
latest and greatest.  Or, for that matter, being willing to.  If they
are willing, great: but by default, I think we need to advise against
gpg4win.

* Doesn't work pre-0.95.3
* Lots of reported problems with wrapper scripts
* wk himself says gnupg2 is "very alpha"
* I don't think we should be encouraging alpha software
* Most users would use GnuPG2 over GnuPG1.4.7, on the grounds that
  "well, of course the newer version is better"

I will not be recommending gpg4win until they get the wrapper scripts
working more reliably and GnuPG 2 is out of alpha.
