It's certainly correct the Linux distros don't ship the very latest
version of Enigmail, but gpg4win -- as the name says -- is for Windows
only. AFAIK there is no concept of "distro" for Windows.

Once more, there is no reason to discourage people from using gpg4win
with Enigmail 0.95.3 and newer.
