The problem is not Enigmail, but the infrastructure provided by
Mozilla/Thunderbird. In case of PGP/MIME messages, Thunderbird only
downloads the 1st ca. 40 kB of a mail. The rest is only downloaded on
demand, i.e. if you explicitly download a specific attachment. The
problem is that for PGP/MIME messages no specific attachment is loaded,
but the message as a whole needs to be processed.

No earlier version of Enigmail could ever handle this correctly, all way
back since the introduction of PGP/MIME support in 2002 (but as said, as
long as your email is less then 40 kB, it works OK).
