OpenPGP > Preferences > Keyserver [tab]

Make sure You have the '[expert' box selected under Preferences so that
all the Tabs will display.

On the Keyserver Tab the top box is where You list the Keyservers You'd
like available in the Context Menu.

The box at the bottom is for the _one_ specific Keyserver You would like
Enigmail to use when presented with an Unknown Key.
