In the MAIN THUNDERBIRD WINDOW and in the COMPOSE NEW MESSAGE window,
there is an OpenPGP menu. Directly in that menu exists an entry "Edit
Per-Receipient Rules".

If you click on the "Display Expert Settings" button, you'll also have
all the other tabs. However, non of the Preferences tabs deals with Per-
Receipient rules.

BTW, are you interested to try building and contribute a current Enigmail
version for FreeBSD 6.x?
