[Enigmail] Per-Recipient Rules Editor Overview

Hi,

I am running enigmail (0.95.1) on Freebsd (6.2) with Thunderbird
(2.0.0.6)  and can not find a link to edit the per recipient rules.  I
have checked the documentation and thought that it may be under  OpenPGP
-> Preferences.  However, I only have a Basic tab.  No other tabs exist.
  I have looked on a bunch of other places and can not find it.  Can
anybody point me to where I can add/edit/delete the recipient rules.
