When you attempted to send a signed and encrypted message to
cfgoian at itcnetworks.ro gpg responded that you need the public key for
the recipient. You can do a gpg --list-keys cfgoian at itcnetworks.ro to
see if cfgoian at itcnetworks.ro is in your public key ring. If it is not
you can try gpg --search-keys cfgoian at itcnetworks.ro to retrieve the key
from a keyserver.
You can probably send just signed messages without having the public key
of the recipient. Try sending an unencrypted signed message to this list
