[Enigmail] secret key needed?

He is just composing e-mail and adding cc: recipients.  What step did he
 miss? Or what setting does he have that maybe different from someone
else.  We all exchanged public keys.  I had to recently recreate my key.
 He had both my old and new key to open old e-mail that i sent.  What
setting changes should he or i should make in order for me to decrypt
his e-mail?
