My only concern here was the use of the term 'Certificate' being used
for 2 separate & distinct scenario's. Much like the introduction of
another Homonym into the English language but this time with the same
spelling. :-\ Since Thunderbird already uses 'Certificate Manager' for
the storage of x.509 Certs, & Enigmail uses the term 'Key Manager' I
don't really see the need for an alteration in terminology that I feel
will lead to confusion in the learning/teaching process. :-\

Yes, I like this concept very much, as well. I would, however, include
in the display Keys that already exist in the Users Keyring and collapse
only those Keys which do not exist in the Keyring. This would allow the
User to explore/investigate why they have a 'Key in common' and perhaps
prompt them to Refresh the Key to see if that affects the Calculated
Trust value.
I imagine a scenario where the User is a Member of a large Group and
hasn't gone to the trouble of Local Signing every other Member's Key but
just relies on Name recognition in the Gray Matter CPU. As a matter of
interest, seeing that Key(s) exportable Signed may encourage them to
apply a Local Signature or continue as before.
Just an embellishment to Your Suggestion.
