Well,

On first quick observation the keyserver value being passed from Enigmail's
preference panel is completely bogus.

--keyserver does not accept a string of entries, only a single value. I'd say
the spaces between server names is throwing-off GnuPG's parsing of the command line.

Open Enigmail's preferences. Click on Advanced. Click on the Keyserver tab.
It is OK to have a list of keyservers in the top entry.

The bottom selection "Automatically download keys for signature verification
from the following *keyserver*." Singular -- one name only.

pool.sks-keyservers.net is probably the best guess for a default keyserver.

You can't spell fiasco without SCO. PGP/GPG KeyID: 0x608D2A10/0x18BB373A
"what's the key to success?" / "two words: good decisions."
"what's the key to good decisions?" / "one word: experience."
"how do i get experience?" / "two words: bad decisions."

"Just how do the residents of Haiku, Hawai'i hold conversations?"
