[Editcss] Automatically changing

I opened a page and as I was editing in the EditCSS sidebar, the page
would change.  This was wonderful!!

A bit later, I tried it again, only to discover this time that editing
in the EditCSS sidebar did absolutely nothing to the site.

Is there some toggle between active and inactive?
