[Dragtotab] SubmitToTab - Seamonkey

I was disappointed to find that SubmitToTab wasn't supported in Mozilla 
Seamonkey (the full suite), so I poked around at it myself until I got 
it working.  I'm by no means an expert in Mozilla development, and my 
goal was just to get it to work for personal use, so I'm not sure if 
this will be useful to anyone else (for example, I believe my version 
will no longer work correctly in Firefox).  But I figured I'd share my 
changes upstream just in case.

Also note that I attempted to join the mailing list but haven't received 
a confirmation email yet, so please CC me on any replies for the time being.
